TCR Text Campaign Pre-Flight Check

When you complete your registration to send texts, the application will be vetted and reviewed by The Campaign Registry (TCR) and the wireless carriers (ATT, T-Mobile & Verizon)


Before starting registration, please ensure you have these items in place:


Requirement Explanation
Federal EIN issued by the IRS. TCR will not accept your SSN or state tax ID. When you enter your company name, please make sure it matches exactly with your EIN records. You may want to consult your IRS SS-4 or a similar document.
A website. TCR will use your working website to vet your company and understand the products and/or services you provide. Your registration will be rejected if your site is working or inaccessible, including if it is flagged for malware or has an out-of-date HTTPS certificate, for example.
An opt-in mechanism.

Via your website

The phone carriers want to ensure you have an opt-in mechanism to capture customer or prospect permission to text them. If your website includes an opt-in page where customers provide their mobile numbers, ensure it contains clear language indicating their consent to receive text messages. Use the example format below as a guide, and adjust the “message frequency” to reflect how many texts you plan to send within a given time period.

Do not collect additional information on the same form, such as the user's email or address. The phone carriers are now rejecting forms that collect additional information in this way.

Not via your website

If you do not collect opt-in via your website, you will need to clearly and concisely explain how permission is obtained. We see a very low approval rating for non-website opt-in.

A  compliant privacy policy. The carriers want to see that your website has a privacy policy that states that the mobile phone numbers you collect on your site are not sold or shared with third parties.
An email domain that matches your website domain. If you have a website at mylargecompany.com, please use an email address from the same domain, e.g., [email protected]. They will likely reject the registration if you use a free email (Gmail, Outlook, Proton, etc.) and your website is associated with a large brand.
Your products or services are not on the carrier's prohibited list.

  • Financial services (e.g., account notifications, marketing, collections, or billing) for high-risk/subprime lending, credit card companies, auto loans, mortgages, payday loans, short-term loans, student loans, debt consolidation/reduction/forgiveness
  • Insurance (including, but not limited to, car insurance and health insurance)
  • Gambling, casinos, and bingo
  • Gift cards
  • Sweepstakes
  • Free prizes
  • Investment opportunities
  • Lead generation
  • Recruiting
  • Commission programs
  • Credit repair
  • Tax relief
  • Illicit or illegal substances (including cannabis)
  • Work-from-home opportunities
  • Get-rich-quick schemes
  • UGGS and RayBan campaigns
  • Phishing
  • Fraud or scams
  • Deceptive marketing
  • SHAFT content (Sex, Hate, Alcohol, Firearms, or Tobacco)

Note: This list is not exhaustive, and carriers may introduce new restrictions based on subscriber feedback and complaints.


Wireless carriers will continue to validate your information after you register. Thus, ensuring the details provided are accurate and up-to-date is crucial.
